Italy will grant 500,000 work visas to Non-Europeans between 2026 and 2028
Italy will issue nearly half a million work permits for non-European nationals between 2026 and 2028, prioritizing the agricultural, tourism, permanent employment, and self-employment sectors. Registration begins in late 2025.
Between 2026 and 2028, Italy will allow the arrival of nearly 500,000 non-EU workers through a federal visa scheme tailored to market needs.
On June 30, 2025, the Italian Council of Ministers authorized the "Flussi Decree," which provides for the issuance of nearly 500,000 work visas for non-EU citizens over a three-year period. Of the total of 497,550 visas:
- 267,000 will go to seasonal workers in agriculture and tourism
- 230,550 will be allocated to non-seasonal or self-employed employment .
By 2026, 164,850 visas will be allocated. The remainder will be delivered in subsequent years (2027–2028), based on prior requests and market shortages.
The plan seeks to address the labor shortage caused by an aging population and low birth rates, as well as provide a path to legal immigration rather than irregular immigration. The government will also strengthen immigration controls to reduce illegal immigration.
A pre-registration system will be launched in late fall 2025. Formal applications will open in early 2026, starting with agricultural workers, followed by tourism, permanent jobs, and self-employment.
